What happened
On April 23, 2021, Russia's Justice Ministry added the independent news site Meduza, which is based in Latvia and widely read inside Russia, and the outlet PASMI to its register of "foreign agents." The designation, created under a law expanded over several years to cover media organizations and individuals, requires labeled outlets to mark every piece of content with a foreign agent notice, provide a legal representative inside Russia, file quarterly financial reports and semi-annual activity reports, and undergo annual audits. People working for a foreign agent outlet who fail to comply can face up to two years in prison. Meduza's editor said the label would deprive the outlet of the ability to fully practice journalism inside Russia and would destroy its business, since advertisers would avoid being associated with a designated outlet. CPJ called on Russia to stop labeling independent outlets as foreign agents.123
